Why did Jesus see it fitting to build...?

Why did Jesus see it fitting to build a sewerage outlet on top of a recreational zone refering to the genitalia area of the body. Wouldn’t it have been more apt to seperate these two zones so that males and females feel more comfortable in knowing there will be no residual urine during the performing of various sexual acts?
