Help with computer attack?

Neither Firefox nor Internet Explorer are working and this popup keeps coming up asking me to install Windows Vista 2012 Update. My system says my firewall is up but that popup says it's down, and that I have keyloggers and trojans and whatnot, so I think it's another hoax. Still I don't know how to get the browser back up. What should I do?
