Living without any water?

My elderly neighbor had her water shut off because she couldn't afford her sewage bill. It's been months now and I'm sure that she will never be able to afford to have it turned on. I don't mind giving her jugs of water to help her out. Does anyone out there know if somebody can help senior citizens like her????
