What govt dept do I call? (environmental issue)?

There is a lake about 20 miles from where I live and someone I know found out that sewage and waste is leaking into the lake from nearby houses (this is a poverty-stricken area). I would like to make an anonymous call to report this to someone. Would I call the EPA or Dept. of health? I live in Northwest Missouri. Thanks.
