I live in Lima, Ohio and want to know who i can report a slumlord to.?

The house I live in has a leaky roof, sewage coming up from my basement floor, my upstairs bathroom leaks into my downstairs dining room, most of my windows either are stuck closed or have cracks in them, it is very poorly insulated, my closets have leaks from the roof, and the space between my front porch and house leak every time it rains. There is a horrible smell in the basement where my washer and dryer are, and my toilet doesn't always flush. When I let the water out of the sink after doing dishes there is a pause then a little suction before I find the water standing in the drain in the basement.The stairs to the basement are very weak, the house leans so much the doors in the house wont stay closed, and the foundation is unstable. This is the house I am trying to raise two young boys. I am a single mom with a limited income. I have spoke to my landlord on several occassions and other than snaking the drain in the basement a few times and calking the leak in the cieling, that didnt work, I am forced to live in these conditions. I dont think it is an acceptable atmosphere to raise my children. All I want is for my landlord to make this house safe and liveable for my family. Who can I contact to get any assistance in this matter. I am desperate!!!!!!!
