Cant download anything on xp?

i cant download anything or even upgrade my toolbar is missing and iam trying to stop my popup blocker but it not there also iam trying to get to ie opt and click on download automatticaly but that not there either so i burn avance system 4 and try using it in that other comp. but it wont work any sugg
