COMPUTER VIRUS, PLEASE HELP?

I got one of those viruses that gives you rogue security software, with the annoying popups, the inability to run the internet and system restore, etc. I've dealt with this kind of stuff restore, I usually just run it in safe mode and use system restore. However, when I load safe mode, i still get the pop ups and i cant run system restore. I'm really freaked out, please help, any advice is appreciated!
